Your title says "off page optimization", you mean link building. Well it depends on what you trying to achieve. If you are in the "grey" industry, such as for example pay day loan, casino, pharma etc... You have no other choice but spam. Don't get me wrong, I am not advising you to spam, but this is what I see happening with others. Everywhere you try to post "white hat" links, you will get banned left and right. No pay per click campaign will let you "bet" on such keywords either. So you left with nothing but spam. You need budget. First, try to buy expired domains. You need DA PA rank of 30 plus, citation flow of 10+ and you need to make sure that URL results show up in Google site:site.com to make sure that domain is not banned. When you buy expired domain, first add it to webmaster tools to make sure that there no kind of manual action taken by Google. If you pass all these, you pretty much saving about a year or so of work. From that point you can do 2 ways, one is risky, you can get some type of submitter plus scraper and start posting spam links to your "money" site, or you can keep buying expired domains and do spam links to these expired domains only and give your "money" site only good links from your expired domains. If your "spam" site gets banned, just remove it and get a new one. That's as much as I can tell you. You have to figure out the rest yourself. Remember budget is a king.
