If you don't mind me asking, why do you require it to be written in Perl? I've wrote some great scrapers & posters in PHP.
Mainly due to the fact that perl handles multi-threading\scaling more gracefully than PHP for these type scripts in my experience. Also the scripts will be added to an platform that already makes use of perl, want to stay with one type of code if possible.
