The best way is to think of PR as a side effect of good link-building. In itself, PR is merely a measure of your "index strength"-how much weight your links have. What you should do is focus on building links for your SERPS, on high or low PR pages, by including keywords in your anchor text. SERPs are more rewarding than PR...work on the first and the second will follow.
hire an seo that would do the job for your site? or if you want just continue link building to your site try to submit it to different directory and make sure that the content of your site is good enough to rank.
Write articles, exchange links with related websites, hire a seo... all of this will work, it just depends of how much money do you have to spend or how much time you can spare to do this job yourself.

well i m not an expert. infact dont know more than ABC of Seo. however just want to share my experience. I started 2 blogs recently. www.page03.com started in August and www.techyboys.com started in September. I took different approaches on both blogs. www.page03.com - I did link exchange with couple of guys with low ranked blogs. - Didnt submit it to any web directories - offcourse updating on regular basis with gud contents - regularly submitting to social bookmarking site named "Indianpad"(coz of its indian contents). Results : here are the result. - got really gud traffic now almost 3000 Unique visitors every day. - page Rank 1 - Traffic from search engines is almost zero - not many pages indexed in google www.techyboys.com - i didnt get link exchange - submitted to dont know how many directories - registerd in almost all famous blog communities (blogcatalog, mybloglog etc) - Regular updates - Stumbleupon, indianpad, technorati.(cant use Digg.com as its URL is banned on Digg coz of my employee mistake) Result : - more than 1000 unique visitors / day(that get increase when i use stumbleupon) - pagerank 2 - double pages indexed in google compare to www.page03.com - getting alot of traffic from search engines here u go guys well this is comparison of 2 sites but i think worth of getting understand whats going on. thanx
1. Keep posting high quality content 2. Submit your story to social bookmarking, but only the story with quality, not all of them. If the readers love your story, they would discuss this on their website and give you link back, some of them even from high page rank website. 3. Learn to do link exchange with related content website

Whatever you do don't buy High PR links. It could get you a penalty from Google. I have learned that the hard way Besides PR doesn't matter any more as it used to. I see sites with PR2-4 ranking very well in the serps.
as a matter of fact, I think it is okay if you buy high PR links(but not too much on the same time), as long as you don't use services like textlinkads, etc. Buy it directly from the owner of the website. Because if google banned websites which get back link from high PR website, than we can play some trick, by giving back link to websites that we don't like, from our high PR website, and let google remove our competitors.
