like google.com converted automatically to digitalpoint.com/linkurl=google.com?utm when I add google.com in my wordpress post

I define what prefix/suffix it should be added automatically
e.g
if link contains yahoo.com, then it should become digitalpoint.com/linkredirect=yahoo.com?utm23fetc
if link contains msn.com, it should become google.com/linkdirect=msn.com?utm34343434

and also do url encoding of the last half of the link (one time or two times) http://meyerweb.com/eric/tools/dencoder/
