Want a simple site created / design implemented.

Hi,

I'd like a website created, just using html and css. Its to be an informative site and will be a mix of images and text. No more than 10 pages, but must be seo friendly.

I am aware there are lots of templates, but if i did pick one i'd need it ammended.

Got a budget of $40. Can it be done?
