You can use Wordpress as CMS with necessary plugins for each of the modules you have listed like Event Management Ads Management Maps Star rating. All you have to do is to write down a detailed document on the requirements along with some wire-frames or screenshots or design for the programmer to understand the actual requirements , based on which he can analyze & get you the estimate to accompolish the same.
