I was wondering if there are any scripts for a wallpaper site or a file site like

where users upload there program/file and people can comment on it and rate it.\

I m not sure what so u mean, but if you want to show your product as a picture/image and want users to download a zip or exe file, then yes, 4Images can do that.

But, I think for this particular application, you can use some free available CMS like Joomla & Xoop. (You will have much better options there) I used Xoop once to create software download site and it was great.
