You need to increase your budget because only cPanel cost you 15$

Dont go for Santrex unless you plan to but the dedicated server (as they are not the one who manage it more like reseller)

The cPanel alone is $15.00 and for VPS that support cPanel you might want to add more like 15.00/mo so total is around $30.00.. Just another 10 more and you can get what you need.

Most VPS's come with LxAdmin for free, its a pretty good alternative to cPanel and its very easy to use.

You will definitely have better luck with a cPanel VPS, on a $30 budget. DMost likely the service will be unmanaged though.

    You can try lacehost.com
they give quality hosting and are the cheapest. For VPS you can talk to the owner directly.

Fully maneged + cpanel VPS would be at least 35$-40$. I'm talking about really good places. I have seem some places offer VPS for less prices with around 198 RAM but these won't be good for cpanel. Knownhost and Wiredtree are known for their great support and service.

VPS at that price would not be reliable. You'd be better off getting a good reseller account.
