200+ gb bandwidth
2 IP
512 MB Ram
cPanel/WHM
99.9% Uptime Guarantee
Rootaccess
Backups/Restores
My budget $20-35 per month.
And I dont want to host PROXY SITES.

cPanel license for VPS costs about $15...so your budget doesn't look much feasible for a 512MB guaranteed RAM VPS.

You could try using LxAdmin - comes free with most VPSs nowadays.
