You're not going to find any host my friend. cPanel/WHM license itself costs around $12-$15 per month except any support, hardware, container charges. Good Luck

As for reliable places, check pinellashosting.com cheap VPS hosting plans.
You will have favorite PBX software installed. They will install FREE Trixbox, Elastix, Switchvox, PBXinaFlash, Sipexs, FreePBX or AsteriskNOW.
    Hope it will help you!

As was said, not going to happen. That $10 isn't even enough to buy you the cPanel license.

    Minimal.

I'm aware that cpanel is usually $12.50. I was just wondering. Lets up the budget to $15.

If you go $20 USD, contact Zoomvps.com for a 512MB RAM VPS

An external cPanel license for a VPS is $15. Sometimes, you can get into a datacenter who gets cheaper prices than that.

But if we want to assume that it's $12.50, a $15 budget leaves $2.50/mo for the actual VPS. You're kidding right? You are not going to find any sort of reliable VPS for $2.50 per month (if you can find one at all); particularly not one with 512mb of RAM, which is more or less the absolute minimum requirements for cPanel.

cPanel itself is over $10/month just for the license. You might as well get a shared/reseller hosting account.
