    I don't believe in paypal. It took away 10$ from me without any particular. So, I think Google should never at Paypal.

    yeah but y the dnt is paypal is coz tht can be used by fraudsters to make many adsense accounts. Though i would think a telephone verification alongwith paypal payment could do better
