Those tools like pretty useful, but they seem a bit aggressive. It recommends keeping load time to under 8 seconds on a 56k modem. I think you could get away with a little more than that, 56k modem users are used to slow load times, up to 15 seconds I'm sure. But in general, they offer excellent suggestions. The smaller and faster a page loads, the better.
