which country do you want to open a paypal account?

For opening a paypal account you dont need a credit/debit card just an email address.

    Credit card/bank account comes later

Well, it does not matter whether you use a VISA or Mastercard. I believe that VISA has a higher number of membership compared to Mastercard.

Yes, a credit card is normally needed to verify the account.

The trouble with using VISA with verifying a Paypal account is that there are a lot of people offering Virtual Credit Cards which are VISA based which does not offer the verification service which defeats the purpose of Paypal verification. Thus probably Paypal is slowing clamming down on their usage. Mastercard on the other hand probably is more strict in card issuance.

Pretty sure they can, however you can only send a certain limit in return ($1,000?).

Its either you can receive unlimited and send a max of $1,000. Or you can receive and send a max of $1,000.

you dont need a CC to open a paypal account bt you need a CC to get verified to uplift the limits and both Visa & Mastercard are good ones . I used Visa one to get verified .

there is no difference between visa and mastercard as long as the company issuing them is recognized internationally, some companies issue localized versions of the card only. Thats the only issue you should be concerned about.

I think that is a myth. They both have about the same number of ATM locations around the world, and I have never, in all my travels, seen a retailer that accepted one but not the other (despite what those lame commercials say).

They are pretty much identical in terms of the amount of coverage. Other figures are different. Visa has issued more than a billion cards, far more than Mastercard (although a lot of these are gift cards that have expired). Mastercard, on the other hand, is issued by more than 25,000 banks, quite a bit more than visa.

From a consumer's point of view, the only difference between the two cards is the amount of fees that are charged, the rewards program that is in place, and the interest rate. However, none of these factors come from visa or Mastercard directly - they come from the issuing bank. A Visa issued from HSBC has entirely different fees than a visa issued from BoA. At the same time, a Visa issued by BoA has pretty much identical fees as a Mastercard issued by the same bank.

Actually while travelling through Malaysia, I found that Mastercard is more accepted than the VISA card because there were some merchants which only accept Mastercard and not VISA.

Visit www.spotprepaid.com for Virtual Mastercard account with registration and Online account Access/IVR. These cards are the best for Paypal.

I provide cards with Direct deposit account (DDA) linked atm card for PAYPAL WITHDRAWAL.

I don't know about other countries, but those in the US can use westernunionprepaidservices.com to get a MC debit card through western union. Load it up at any western union outlet.

But then, if you're in the US there are many thousands of locations to sign up for a green dot account that will give you your choice between visa and mc.
