VISA / MasterCard Authorization Fee

    Hi,
    I have a merchant account for accepting non-present VISA and MasterCard, each statement I see Transaction Fees ($0.21 each).
    Is there Transaction Fee on declined transactions?
    I'm asking because I have a lot of declined transactions, and that will cost me.
    Is there a way to avoid this?

    P.S. I'm using Authorize.NET as a gateway.
