    Server located in Atlanta Georgia, ip to ping 63.247.69.218. Warez linking and privat proxy(only for 3-4 people) is ok, but warez/proxy(public proxy)/torrents hosting aren't allowed.

    No, we still manage the vps to make sure that nothing goes wrong. We do a check almost each day on each vps.
