    There used to be a forum know as talkgold where you can buy such debit/credit cards, but I think its now closed down.

    I think you need to find/counsel local bank at your area that provide/allow vcc creation under real credit card.

    If I remember correctly, PayPal actually has its own debit/credit visa card which you can ask from them if you want to. Not sure if this is strictly in the US, though.
