    I saw such a program for download . can this be used to verify paypal. If not ever heard of a service that issues free VCC ?

    These programs use an algorithm to generate the card numbers. They are "valid" numbers in the sense that they will pass an algorithmic check of the number, but they will not work for PayPal or any other major online service. That's because they will attempt to authorize the card for $1-$2. So, it has to be a legit card. There are some sites where you can buy VCC's. Some are:
