    Sign up an account with one of their partner, such as 2CO, Freelancer then request about Payoneer card.

    if you are a old customer of Payoneer ( I mean you have at least uploaded the funds 3-4 times) then you can apply for Payoneer virtual US bank account and add it to your existing PayPal account. By the way if you are from India can unfortunately you cannot write this because recently reserve bank of India banned ( I don't know permanently are temporarily ) Payoneer cards :(

    Payoneer is a good option for this but I am not sure if you can use Moneybookers(Skrill) with them. Contact them before you apply for it. Remember people sell Virtual CC but it is dangerous. You may lose money.Make your decision wisely.

    Go with payoneer to take money from paypal, and use your local bank account to get money from skrill,,,, Payoneer is the best one so far, apply for their US Virtual account, you will able to get money from almost any account including skrill....
