I dont doubt you could take action against a Hong Kong host, but most people arent going to be in a position to do it. Lets just say for arguments sake you steal a sites content and upload it on your own. If you hosted in UK then a quick DMCA email threat and your host bins you. If you host in Hong Kong, they just trash the emails and the cost of pursuing it is too much so a small business owner will inevitably give up. Hong Kong have very relaxed Copyright laws, you will find you can legally host a lot of things there that you couldnt get away with here. In theory, you are mostly correct, but in practice those laws etc are going to be worthless and unusable to any small business or private person.
It can be difficult for sure, and having money helps, having knowledge of the Law and how to apply it helps. Main thing is though, stay within the Law you don't have to worry about anything then.
