I agree. It seem silly that this rule applies only one way. If I wanted to scam a bunch of people out of their sites, I don't think I would have much trouble. But to sell legitimate site, you can get scammed all day. They have got to figure out a way to handle digital good in a more equal-rights fashion.
i personally think that this is good implementation of paypal as it helps making deals more encouraging and solid.
