Verifying paypal account

So here is the story, my brother sent me some money through Paypal from another country, I had a paypal debit card which I used no problem. I use their phone app all the time and it was saying that I had a US dollar balance. And so I used the debit card for purchases because I didn't see the need to wait 5 days for the money to go to my bank account (plus I get cash back so why not just use it?).

Eventually a few days later I noticed all the payments I had done with the debit card were posted to my bank account! my bank account charges 50$ every single transaction that is overdrawn even if you buy a candy bar for a dollar. We are talking I did several purchases and paid different bills with the card so they were all separate transactions, I was charged more then 700$ in overdraft fees, the worst thing is the bank account had declined the payments but still charged the overdraft fees, I had tried to talk to them and explain what happened but they would not refund even half the amount of the fees.
When I noticed that it was all taken out of my bank account I had decided to transfer the money that was untouched from my Paypal account to my bank account, to at least make a dent in the overdraft. I was all taken to cover the fees so the bank account was still declining the payments which then cause my paypal to overdraft!!
I am now 500$ overdrawn in my bank account which I am paying off in payments and was 700$ overdrawn in my paypal.

I had called Paypal and explained the situation because they were harassing and calling me non stop, at work, in the middle of the night, all the time!
I had told them what happened and all the lady told me was "oh our mobile app isn't very trust worthy, I wouldn't trust what it shows you. sorry about that".. what?!?!!
I explained that I have every intention of paying the bill even though it was unfair it was a misunderstanding and I like using paypal. I promised I would make deposits whenever I can and they said no problem. I started off putting 200$ in with my credit card because I had no choice. I was waiting a few days until I got my paycheck, in the meantime they were still calling non stop harassing me! they also went ahead and restricted my paypal account, I could not add money. So I had created another Paypal account added money to there and sent more money to the overdrawn account, I sent a small amount at first to see if it would work, they had restricted that account as well and the money is now stuck there. They are now still calling me non stop, talking to them doesn't help, I am trying to cover the debt whenever I can but how can I do this when they had restricted my account?

I had earned some extra cash online, and the only options they give you to get paid is through 1. payoneer- they want 30 dollars to set up the account and it will take up to 50(!!) days to verify your account
2.skrill - which want crazy forms of ID's and are just not a trustworthy service from what I have read
    or 3. paypal.

I could really use that money to pay my bills (as well as paypal) but I don't want to open an account and have them lock my money up again! Is there any way to open an account without them linking it to me? maybe then they will let me load the money with a moneypak to pay them? because they refuse to just let me transfer the money like a normal person.

I am really frustrated, they have the nicest service and I've used them for a long time and love the debit card and the fact that I get 1% cash back but they have no understanding whatsoever when something goes wrong! if someone scams you, if something happens that is not your fault but theirs (don't trust the app, really?!) they don't want to hear about it, they people that call you are so incredibly rude you can't even properly speak to them, I really need some advice here!

I'm sorry to read your story, sometimes things like that do happen. and customers are always disadvantaged.

Wow, that's an unfortunate story. Just use paypal for online purchases, and withdraw to an actual debit card always. Or use the payoneer card, the wait is worth it.
