I m verified with legit CC. My paypal has been limited.. This means i can receive funds but cannot transfer.
This is because of a security concern.
Here is what i need to do:

    15 Jan 2010 Photo ID
    15 Jan 2010 Provide Invoices
15 Jan 2010 Supplier Contact Info
15 Jan 2010 Provide proof of delivery

I can do the following without a problem:

    15 Jan 2010 Provide Invoices
15 Jan 2010 Supplier Contact Info
15 Jan 2010 Provide proof of delivery

HOWEVER , For photo ID , it will show my Date of birth. For paypal it my DOB shows me as 16 and in eBay you must
be 18. So i am stuck. I am a seller on ebay so its tricky.
If i give my photo ID they will see that i am too young and remove all my funds.

If you are under age then you should not have opened an account there with your name.
You could have used name of your parents. Now, you can't do anything.

There is frankly no way out for you except for forging your DOB in your photo ID.
I am surprised why you did not anticipate such a problem at the business planning stage itself?
Proper planning would have made you take the route as suggested by 'DS' and saved you from lot of such unnecessary problems.

I am totally agree with the RightMan, you should have planned this before you started this business. Now its better to give one try rather then doing nothing and seeing your money going away. Change the DOB on license and send it to them and see if it works. Don't show them that you are 24 or 25, just do a decent manipulation and make DOB of around 20 and 21.

Try this and see if it works.

    Thanks

Don't play with the rules. If the money is not big? Leave the a/c till you are 18 or otherwise call paypal see what they say?

Paypal swallowed your cash. Now you got to deal with that.

How did you get a credit card at 16? Is it a VCC?

If it's only a few transactions and you know and trust your customers you can do a refund to them (even when limited) and they can pay you another way.

What is the meaning of 'Proof of delievery'

This should be related to one transaction. Which proof you are going to upload as 'proof of delievery'
