I also received the same error before my account was verified. Also I get this error when the credit card's credit amount is exceeded. You have two options one is contact papal regarding this issue the other one is go for another domain registrar. I don't see any other way to resolve this issue.

GoDaddy only deals with verified Paypal account holders and typically you verify your account with a credit card. GoDaddy is simply asking you to use that credit card so they can verify that you are for real and that you own the credit card. There is nothing really to fuss about. Just do it and you be fine. It does not want to deal with the unverified account or anyone using fake ID to verify their accounts. As long as you do everything in accordance to the books, you be fine.

My accounts is a verified one, sometimes it doesn't ask a credit card. but most of times it asks to add a credit card. But in hostgator, ebay etc are not asking it? that's why i'm wondering about it.

GoDaddy only uses verified PayPal accounts or CC's, so they can charge you extra in fines

I know. I was making a point as to WHY they want verified accounts.

Yes this is a strange issue. So please contact the paypal regarding the problem. They are the only people can answer about this abnormal behavior. If the domain name is urgent for you, you can use the attached credit card to purchase it. I believe godaddy.com is a trusted place for you to type the credit card details.:)

Most of times i use my credit card directly, what i needed is to spend my revenue to buy domain, anyway i have many alternatives to buy godaddy domains.
but i need the main reason to this case, i get this case for godaddy only. why's that?

Godaddy only deals with Paypal accounts that are associated with a credit card. Even if you have verified your account via bank account you will still not be able to pay with paypal. Try dynadot instead.
