    I had a Indian Debit Card of State Bank of India (SBI) with logo of Mastercard and VISA it can be used for verification of Paypal account or not?

    No mate you cannot use the Indian debit card for verification.You need CC or VCC for that.

    For Indian citizens, only credit cards are allowed to be used for verification.

    Do not try to find an easy way out through VCC...instead try and get yourself a real credit card....for quick and easy verification.

    get yourself a cc.
    enter the details at paypal. You'll get a 4 digit code in your cc statement.
    Enter that code to verify your account. its easy and takes just a few days. (instant if you can access your statement online)
