    Do you want it actually vectorized--as in with the pen tool? Or do you want a quick job with a filter/plugin?

    If you want it done by hand by a professional, that's going to cost. It's a complex image.

    It would take me around 6-8 hours to do the pen work..then I'd have to color it.

    Edit: I'm assuming you don't need the background.
