Vector and Rastor Layers

    I have a .psd file that I want to convert into .eps (which I did), but the layers are still raster.

    How do I make the vector?
    Is there any easy way or do I have to redesign everything from scratch?

    You have to re-draw/ trace it in vector. No way to do it automatically.

    It's not easy to convert bitmap to vector you could use illustrator live trace or corel trace but it's not always working and perfect, you still need correct it manually. The best thing is like eruct said do it manually, it'll more precision.
