VCC Purchase Confusion

    I would like to purchase a VCC for a USA PayPal account, but have a sending limit of $0.00 USD.
    I have a receiving limit of $500.00 so I can get fund into my account to pay for the VCC with but how do I pay with PayPal if I have a $0.00 sending limit?

    First you'll need a US bank account, a VCC (one of those that you find on DP) only won't do it...
    You can pay by e-Gold, moneybookers...
