Not that I know of. Before VCC was banned in this forum, there used to be tons of complaints with regards to members' paypal accounts being limited due to its use. Why not just use a normal Indian CC to verify your Pay Pal?
But i have debit cards of Canarabank,corporation bank,south indian bank... all are failed here at paypal
Limited basically means that you no longer can use your paypal account either to receive or to send money. You may be allowed to withdraw any balances from the account after 180 days if there is any left. In India, Credit Cards and Debit Cards are treated very differently. Indian Debit Cards are not international and cannot be used internationally. Paypal is not an Indian company but a US one and thus it would be treated as an international country. You can only use International Credit Cards from your Indian banks to verify your paypal account.
For online shopping VCC is very over smart also you can use VCC on your own risk . But i have a successful information for you that i been using one PayPal account over 1 year without getting any problem.

yes you can use vcc on paypal But vccs expires maybe after 3 months or less. And when paypal limited your account and asked for some credit card statements thats when the problem arises. So its not really advisable to use vccs to verify paypal.
if they caught you then they will ask you to submit CC statement and if the CC number of the statement and the CC you have used on paypal dont match then you are DONE forever from paypal.... this is a punishment for life... so i suggest not to use VCC's.... use a CC as now its too easy to get a CC from any indian bank.... i use SBI CC... apply for SBI CC at www.SBICard.com and select SBI International Card... as thats the one you can use on paypal...

for short term and healthy practice..you can use vcc easily.. its safe ..if you are a safe person.. also try to use that for online purchase..its good for your paypal history in the first stage
it's safe, but depeneds how you use your account, if you will access your account from multiple IPs or Computers than they can limit your account.
