VCC for paypal

There are a lot of people on this forum selling virtual credit card for paypal.
Where do they get these from?
And is it legal to add a virtual credit card?
Can i get any problem with paypal with adding this?

Most of the people who have used VCC's say that they haven't had any major problem with it.

However using a VCC defeats the very purpose of Paypal asking you to add a credit card to confirm your information.

paypal likes to terminate vcc verified account. the best way to verify your paypal is getting an us checking account. do a google search or check this site for more info www.uscheckingaccount.com

 

But in case of VCC, how can you get the confirmation code sent by PayPal by charging $1.95 ?
