I'm not positive on this one but I think it may be committing impersonation bank fraud. http://en.wikipedia.org/wiki/Bank_fraud Ownership of accounts are definitely not supposed to be sold (even if a bank were to charge for an account), by anyone, not to mention that you can signup for a FREE online savings account at HSBC.
Dear Friend, i used my Visa Debit Card, but it was not accepting.(May be Debt cards are not allowed for Indians), then i used a Credit card, it show i have one CArd but still i remain unverified. Can you tell why so??
As pointed by Jessica1, it is a grey area, but it seemed that Paypal encountered too many of these and had come to take notice. I think it may be crack down time by Paypal......
You can only use an International Visa Debit Card if you want to use it with Paypal since it is a US based company. From what I understand that most Indian Debit Cards are only for use within India unless it is indicated for International Use. As for the Verification Process, adding the credit card is only the first step. After that you need to enter the Expander Use Program and then key in the 4 digits found in your credit card statement to verify. Once you complete those steps then your account would be verified.
Well I used Netsafe VCC card from my HDFC banks and I put all information correctly accroding to my Bank informations and also PayPal information. I am using PayPal since 2003 and so far there is no problems for me in last four year. My account is verified since last year and everthing going well. So I think if you provide valid information and your PayPal activity is good than there is no problem to verifiy with VCC.
Of course if it is your own Netsafe account then I do not see anything wrong with it since your bank would have certify that you are who you are and I am cool with that. I am just not cool with people selling Netsafe VCC or using someone's else Netsafe VCC because that defeats the whole purpose of Verification. Verification is not just going through the moment but rather it runs deeper because it allows paypal to trust you based on the trust your bank has of you when they assign you the card or account. To me, if you sell or buy VCC then it is pretty much like identity theft and that is very very wrong. It is not an issue of being in a gray area but rather it would not be the right thing to do. I am really sadden that there are people here who have total disregards for rules, law or even trust. Finding and using loopholes is not the right way of doing business.
I think the conclusion is, give accurate data, do not pretend to be what you are not. Be it VCC or whatever, if you are truthful and accurate on your data, you should be safe.
There are reports that time to time people who uses VCC may have their account limited and paypal may require them to send credit card statements to prove that they are using a bank-issued credit card and that is where problem arises. Whether you use accurate information or not,it does not matter if you are not using your own VCC because like I said, it defeats the whole purpose of verification and you are technically using someone's account to verify your identity. The credit card number is not made up of meaningless numbers, the first 6 digits contains information such as Credit Card Type, Country/Region of Issue and the Bank which issue it. I am sure that if Paypal wants they can go analyze your number and if it does not match the country you say you are from, it can spark some red flags.
Well I did everything perfact to ensure porper verification. Yes you are right many people here selling VCC Cards through Netsafe VCC.
