If you are looking for a free product then phpBB is best otherwise if yiu want to run a quality forum you must go with vBulletin as it has more options than phpbb. Plugins, Themes and other features

If you're starting up a new forum, and asking which forum software to use, "vBulletin or phpBB" is the wrong question. It's like saying you're going out to lunch and do you want a rotten banana or a beer? These two softwares shouldn't even be on your top five list. Here are some others to look at: IPB, Xenforo, Vanilla, MyBB, Burning Board, SMF, Kunena, and after you look at those maybe consider vBulletin and phpBB.

I am also new but I started with phpBB. However, I loved vBulletin features but I can't afford license at present so I chosen phpBB.

Does vBulletin provide free version also (may be with lesser features)?
