Vbulletin Modification/Hack Required

    I want to launch a new forum in which I will be paying members for their activity. For Example,

    1) I will pay $0.01 per thread of at least 25 words and $0.005 per post of at least 10 words.
    2) The user will also make $0.05 per active referral, and 25% of referral earning. 3) The members will be able to request the cashout once they reach to the earning of $10.
    4) I will be paying through Paypal.

    If anybody can do, then Please PM me the Cost and Demo if possible.
