    Users dont have to buy a brand-new license. Expired licenses can be upgraded to Forum Classic for $175 or to Publishing Suite for $250.

    Right, so you can't renew for $30 any more.

    And you also can't transfer a expired license, so a higher than $30 license has to be paid for.
