I think yes.. I your vBulletin admin panel, you have to enter the url of your forum. You can change the url anytime. But I will suggest you to contact a vBulletin staff, they are very fast. Or you can ask on vbulletin forum pre sale section.
Why don't you ask vbulletin support this question. I would wait before you buy! vB4 is coming out and they will be CHARGING all current members for more money. It will NOT be a free upgrade anymore. Wait till vB4 comes out, or when the new price structure is released. Otherwise you will waste money.

It won't be free. I talked to the manager there, and he said if you OWN a license. You will get a discount to get vB 4. He said it WON'T be free.
