I don't think you're looking for a shoutbox. I don't know anything about VB, but I'm guessing there's either a built in 'news' or announcement module, or if there's not - I bet somebody has made one.
Ok,so what do u suggest to install this shoutbox and what is shoutbox because some of my members want it but i dont know anything about it
Check out vBadvanced. This add-on allows you to customize your forum where you can add "boxes" for Admin messages. You might also want to ask your question on vBulletin.com or vBulletin.org. I think you will get a better response.
