is this break the TOS or not?

It is a bit deceptive, more than Adsense TOS (which shouldn’t be an issue) I would be worried about the user experience.

it's okay as long as you don't show more then, I think it's 4 ads, at a time

 

To be precise :

 

Its neither 100% compliant with Adsense TOS, nor is it in any way acceptable by forum visitors. I tried it on 4 different forums of mine. IMO, the extra revenue you will surely get due to a higher CTR DOES NOT compensate the anger of certain forum members complaining about ads attached to their posts.

There are better plugins to just show an ad as the second post of each page. Works wonders and if the ads are relevant, you'll have huge success without having a bad feeling about "post-attached-ads".
