vBulletin 4.0 background image??????

    How can I add a background image to vBulletin 4.0.5
    I have looked around everywhere and search the internet and found nothing.
    I have a 600x2px image I want to repeat horizontally but I can't find where to change the background color from the stock gray to white and an image.
    Any help would be appreciated.
