    3 Step to do before you buy a 2nd hand vbulletin license.
    - Ask the seller for license number.
    - Ask the seller for forum url associate with that license number.
    - Submit a ticket to vbulletin to verify the license if it is eligible for transfer.

    Cannot transfer:
    - Expired license
    - New license (which less than 3 months new or less than 3 months after renewed)
