    I have seen this all over the place (a little box with the last 5 posts from a forum on the home page or other non VB page)

    Does anyone know how to do this ?

    I've seen a hack for VB 2 but I have V 3 and that hack didn't work

    Easiest way to do it is to grab the posts with the RSS feed that's built into vBulletin and parse the output.

    No, you couldn't do it on a static HTML page directly. Check hotscripts.com, I'm sure they have some RSS reading scripts in there already.
