Variable # of ads on co-op site

I was checking my IBLs in MSN beta and clicked on one of the listed sites and noticed that on each "page refresh" the number of co-op ads displayed would change.

    Co-op ads went from 1 to 3 to 0 to 5 to 0 to 0 to 4 and so on. ..

I don't have the technical skills to decipher the code on the page but my paranoid nature tells me that there's something fishy going on.

    The site is "www.printinglogos.com/buscardboating.php

Is this an oversight / code problem or has the webmaster found a way to get "money-for-nothing and his chicks for free?"

It looks like the webmaster has changed the format of his/her links with half the cache filled with older text links and half banners. What you're seeing is the random link selection and a variable number of banners.
