No they don't. But by the way: the fill rate always depends on how high you are setting your default-CPMs... Maybe you can reach a fill rate close to 100% but then your eCPM will be something like 0.000001$ because ValueClick only displays CPC banners with 0.01$ CPC and very bad click-rate.
When I visit Reports > Defaults I'm seeing 0 for defaults (presumably because at the moment I've not set up defaults) so where can I go to view true fill rates? Is there a report I can run. Or is the only way of finding out is to set default tags...
Always setup a default ad unless you want your money to go to charity (literally). You're probably not getting any defaults since you didn't disable CPC ads.
Ouh as i know, usually, you can see default, if you didn't send necessary traffic or freq cap was exceeded. So yes) you will see default last.
