yes, of course you are allowed to. Valueclickmedia is not contextual like AdSense is so there is no rule against it. I run both on a few of my sites and they work great hand-in-hand. I earn a decent amount extra with valueclick because of my high traffic volume, but I get a lot more clicks through AdSense.
