If they aren't approving your account it is most likely because your site doesn't fit in with their network, doesn't meet their minimum requirements, they aren't after sites in your niche, or some other similar point. Even if someone opened an account for you then they wouldn't serve ads to your site, and it is directly against their terms to sell accounts anyway. Try and go back and improve your site and increase its traffic before applying again in 6 months or a year.
