    It appears that you just have to make sure that your advertisers are with the new Valueclick.

    The email clearly says "ValueClick International is registered in Ireland and is subject to VAT in Ireland, therefore there will be changes on the basis that VAT is applied.". Since you're in Europe, I'm sure you know more about VAT that I do.
