In simple word, if you want to rank of "abc keyword" then use it as anchor text, example: <a href="" title="the title text">abc keyword</a>
yes title of links got some SEO value. although i dont think its a huge benefit, but every small thing could sum up to be a big one.
I believe it has more importance if there is no text in the link. So, for instance with an image. The image alt tags will serve as the anchor text, however if they're not there, then the title tags for the anchor will be looked at, though without the same weight as the alt tags, which won't carry the same weight as actual anchor text. The effect is minimal otherwise.
I look at it from the Search Engine's point of view. Just because we don't see the attribute on the physical page, Google and other SEs still see it in the code. It seems logical that the Title attribute could have positive SEO results for your Keyword.
I disagree. I've had keywords (not the most popular in the world but popular enough) go from nowhere to page 1/2 of google purely on the strength of a couple of hundred anchor text signatures on forums.
