Yes, it still is. Whilst not the only important factor ( a long way from it) the search bots still need to know what your site is about - they do this by looking at content, including the likes of imes etc, but they also expect you to help them focus on what the content is about - and the meta title is still a big part of that
Agree with Nick, I think meta tags will always play an important role because other than that and backlinks, it could be hard to find out what your site is about. Keeping it short is recommended too, just try to think about your visitors as well as google. Try to keep your keywords in the beginning of the phrase but make sure its natural and makes sense to your readers.

as said by above SEO Folks.., meta title is still an important segment in SEO.., Google shows around 64 to >70 characters of your title in search results.., meta title also help in know your website in a first glance towards a nomad person..,
if you have some noobie site with few links meta title can help, but sometimes you have a site with so many links pointing to it that fixing meta titles will just add probably 1% to it in terms of ranking
This is in line with changing Google algorithms to remove content farms and scrapping sites from Google search results for a cleaner search experience.

I ran a test earlier and that resulted more relevant traffic. One of my site had about 70% bounce rate reduced to 40% in just 2 month. All I did are mentioned hereunder: 1. Kept title tag without any keyword, e.g homepage was home of xyz.com, service page was our services and so on. (All natural) 2. No description and keyword tag. 3. First paragraph of my content had only 1% keyword density and rest of the page I have about 800 words of new contents. 4. No H1, H2, H3, instead I used title 1, subtitle 1, 2, 3.. easy. 5. Keywords were present in page URL ( i didn't changed that as those pages had PR) In short removed all SEO activities and presented a natural page with clean HTML 5. That's it.. what i believe let Google decide the best keyword for your site based on contents, page name and domain name. Stressing too much on meta elements (filling with keywords, keywords and keywords) will not give desired results but contents do work better. IMO
meta title , meta description are very important Onpage solution. but meta keywords are not that useful like before. thanks
Google displays the titles or descriptions from the content that are the most relevant against the users query. But that doesn't mean that you should ignore the title and description tags altogether even post Panda.
