Matt Cutts, an engineer at Google, recently posted this in his blog: Google updates its index data, including backlinks and PageRank, continually and continuously. We only export new backlinks, PageRank, or directory data every three months or so though. (We started doing that last year when too many SEOs were suffering from “B.O.â€, short for backlink obsession.) When new backlinks/PageRank appear, we’ve already factored that into our rankings quite a while ago. So new backlinks/PageRank are fun to see, but it’s not an update; it’s just already-factored-in data being exported visibly for the first time in a while. So just because its a PR 0 doesnt mean anything. It could be a PR 7 site and you just cant see it yet. I would just check to see if the page your link will be on is indexed.

It appears this would be a good working example of DPR, Dead Post Resuscitation. Not only did it come back alive - it's kicking full-force BTW - I link to PR0 sites all the time if they're relevant, have a clean blacklist record, etc ... it's called a ground level investment; hell, they're likely to out rank me in the future and I'll ride their coattails
As already stated, a PR=0 can grow into a PR 5 or 6 so it is definitely worth having. I've always though it best to try for a mixture of links from low to high PR sites. The search engines see that as a more 'natural' development and are then more likely to consider your site as growing organically rather than being 'forced' to the top of the rankings. Regards
There is only a little value because toolbar PR 0 doesn't means that page's actual PR is 0. That page must have some actual PR and that will contribute somawhat a little to boost your sites PR
