Value of a PR4 site?

    It is having a PR 4.

    Any body intesrsted to buy this blog. Wot price can I quote for this blog.

    To get an accurate estimate you should probably list traffic stats and current profit it is making. Assuming you have tried to make money on it already using adsense, you can assume 8 x monthly profit.

    It's not really about PR I don't think and it's also hosted on a free domain which downgrades it considerably. If it was on a top level domain then it would be worth much more as the owner would have more flexibility to what he/she can do with that domain if the blog die's.

    Not that much sense... why would they want to keep it on a free host where they can't control it fully? For example, I don't believe they'd be able to ever redirect to an actual domain (what you're talking about is backwards... they'd want a real domain, and to forward the older content to it, which they can't do on the hosted level). But yeah, it has to do with a lot more than PR. You can get a PR 4 with almost no effort... it really doesn't mean much anymore. If you had a PR7 or something, it might play a much bigger role.
