    I am willing to buy any website related to tech and travel which has a valid PR4+

    It shouldn't be dropped.

    The alexa should be proportionately low.

    My budget is at max 200$ I don't expect the websites to be earning a lot but the backlinks to the website should be permanent and from good neighborhood.

    They should be getting decent traffic as well.
