Does anyone know, for a fact, if using a VCC (Visa Credit Card - gift card with a visa logo on it) to validate a paypal account (if it's limited) is against the TOS or anything?

Nope. . Nowhere has it been mentioned in paypal TOS that its not allowed . So i guess its fine as long as your intentions are genuine.

I know using VCC to verify your paypal account is ok. But there are some reports of accounts being limited by using VCC.

Be careful when using a VCC to verify your account, especially if it's for an account from a country that is restricted from paypal..

Well, you cannot use the VCC or a credit card to verify an US account but I do not believe there is any problem just using it as a funding option for your Paypal account.
